Williams retired several times in 2006 but never (or very seldom) from engine problems. Mark Webber was very sad that they would not keep the Cosworth engine as he believed it to be the best engine on the grid.
All of the sport magazines (including the German ones that I read) regarded the Cosworth as the best engine.

Only problem for Cosworth was that they did not have any car manufacturer behind them. That would have meant that the manufacturer would have paid the bill for the engine and the team could have it at a reduced price. That's why Williams choose Toyota as the price was considerably lower than for the Cosworth engine.

So purely a financial decision.
