Take the starter off, it's probably just the gear stuck on the starter shaft, with dust and rust,
Clean up the shaft and make sure the gear moves free.
You can test it while it's off.

You should be able to see onto the flywheel ring gear when the starter is out to see if the teeth are on all the way round
