You don't know what the drunk 'victim' was saying/shouting to make them try to arrest him. You can't speculate as the video (deliberatly I would think) on the news paper webside don't show that side of it.

Its in the middle of a main road. Would you really wait for others to arrive or would you get him cuffed as quickly as possible? Its easy to pass judgement when you've never been in that situation.

I'm not defending what the special did but it looks to me like the other two were just trying to do their job.

If you read on the article states the matter is being investigated by the idependant police complaints commission. These people are totally independant of Police and there is a case to answer they will deal with the officers appropriately. The advantage they will have is that they will have the full picture not just selected edits of a left-wing news report.
