AFAIK titanium is not much good as a bearing surface as it picks up very easily
If you are only using the new material to make the little end smaller you are not taking away any strength from the rod (the 3mm bit made me think you were opening the rods out

no not removing the rod at all, just to sleeve the gudgeon pin size down 2mm from std cosworth pin size,
