The policy is in place to stop the huge influx we had of topics such as:

I agree with Tabz.
I would like to know exactly how this can be policed? how do you know if a goldmember is advertising for a non gold member or a non passionford member?
for example if i was a non gold member and wanted a gold member to advertise for me he or she would put for example "please contact Mark on mobile number 01234 1234567" not contact markyd3 and therefore no way of tieing the ad to a Passionford member.
the only way to truly police the for sale rooms would be to make it gold member only.
