trading standards wont be interested,especially as you are buying something that is not fit for the purpose in which it was intended in its current state.
if you were not viewing it first then surely you must have asked for pics to satisfy yourself of its condition?

im surprised the guy is offering you some money back,i would suggest you accept whatever he offers and learn your lesson.
