debatable yes, un-enforceable, no. Whats the definitive guidelines for use when say in the case of 'reasonable force', etc? ie there is none.....insted all factors would have to be considered. In a more straight forward case of an mot, what are the special reasons for going to one specific test station when so many others in the area are availble?? I'd imagine would be their main basis to consider.
