In my experience the followers are at their noisiest at low load. They will be excessively noisy if they are poorly adjusted.
The reality is that in the CVH engine, you need to adjust these meticulously and check them a couple of times during the first few hundred miles. If the gaps change any more than a tiny amount, the cam will probably self-destruct. It's that simple.
Newman is certainly the best of whats available, but unfortunately not an absolutely guaranteed solution.
