Yeah I agree, the punishment is a joke. I have heard that the owners of the cat got retribution on the culprits with a little help from there friends which although will help the feelings for 5 minutes.

The problem is, say you seen this happening and gave the person a good beating and got caught ur the worst in the world. You get done under the law, unless that useless queen of ours steps in and gives you a pardon.
