I'm confused to what you actually think the limiter is. You can't remove or reset a rev limiter (you could maybe remove it with the right technology but think you'll damage the engine).
It's all down to the engine really and running full power on the limiter all the time will damage your engine.
Think of it as you on a bike. Eventually if you don't change gear you will tire as you are pedalling as fast as you can and cannot physically go any faster. You've reached your limit in that gear. Exactly how a rev limiter works - prevents an engine from over-revving at high revs. The limiter is there to stop the engine being damaged.
