Heroin should be prescribed by doctors for free to those who need it and those users should be invited into programmes to manage their addiction and allow them to get back to a stable life in order to put them in a position where they can seek work.

When this has happened for example in Switzerland, burglary fell to almost nothing, benefit costs dropped dramatically and most of the individuals in the programme got jobs and stable living conditions.
