That is exactly right.. water injection should only be used when charge cooling isn't effective (eg, on a drift car, rally car going sideways etc).. All it's effectively doing is displacing volume in the cylinder that you could be filling with air and fuel thus reducing the power it can produce (eg, no det!).. It's easier just to wind down the boost a bit
