I'd guess its cos your not in a 3g signal area as thrush said.
I get gprs the majority of the time around my house, and Edge in other areas.
Same with my dad's 3g, doesn't get 3g around here.
As for the wifi, have you set it up correctly? do you have any security stuff on your wifi?
If it is connected i dont know why it would disconnect when you open safari
