If you have NOT been warned about the illegal plate before, you have to be given a warning first, and then you can either fix it or ignore it as you wish, but first one is a warning always, it WILL be put on the system that you have been warned so next one is a fine, then next one is withdrawal of number, the take the plates off there and then.
They then either let you or arrange themsleves recovery of a "unregistered" vehicle to the pound.
They will not and cannot let you drive it away with no plates on.

been done 3 times, theres NO WAY they can list all warnings from pulling you over, theres no time to do it ffs, they NEED to process all fines and even then it takes weeks for it to come back but theres money attached to them, listing warnings on the system is impossible cause they aint got any paperwork for yo to sign to agree you have recived it
they CAN take the plate off the car,,,,, but there isnt a case anyone has heard of based on a small plate
and even that has to be done via the court,,,,,,, as ITS A LEGAL THING
