if I understand you, you have too much boost? If yes, check hose which goes from turbo to actuator, maybe is cracked. Or maybe you have wrong set actuator arm, try to turn few turns to make it longer, then boost must go down.

If amal valve is faulty, you will have some sort of "safe mode" , and you will have only 4 psi of boost , or 0.3 bar.
