Its doesnt puff anything when cold he says?

As im a bufty i helped him mint it the other week and the exhaust ( which i polished!! ) sutted up very quickly, and i thought fuel, but he says its been checked and is fine?? A VW mechanic looked and he seemed to think it had fuel in th eoil, but i couldnt tell TBH?
