The CPS does fit throught the hole and seems to line up with the flywheel cutouts so I can only assume its actually an MFI block and its been drilled by someone else.
I'm not too good with metal or a welder but I've knocked this up:
Bolts through from the gearbox side into a welded nut, and then the CPS itself is attached with a nut on a welded bolt.
Looks loose in that picture, but when tightened up the cps sits about 1mm away from the flywheel in line with the cutouts. How can you test a cps signal?
