Yeah it is wired correctly, air is being blown at the rad, just I think the gap is too large and the cool air just isnt reaching the rad enough.
This is the gap between the rad and cooler.



and this is the gap betrween the turbo and rad. I can fit my flat hand though the gap



I do have another single slim line fan that I might pop on the front of the rad and see if that sorts it out. I have enough room for a fan.
