problem with spanish electrics is you will find the majority of installations dont have an earth external or internal as we have here,thats why the majority of their appliances are double insulated,(also a potential fire hazard)

i agree a full inspection should be carried out

how about a pic of the distribution board,could quite easily be rewireable fuses,but for gods sake get another sparky to take a look the one you used sounds a bit lax (manyana springs to mind)
