You arent allowed to use the road for storing of random objects, so even if it was true that it wouldnt need road fund license, it still wouldnt be legal, much like building a shed on the road wouldnt be.

So its either a vehicle and needs tax, or its an obstruction and the council need to remove and dispose of it.


If an untaxed car is on a trailer attached to a taxed vehicle though, its perfectly legal, wether parked or in use, providing its of a weight legal to be towed by the tow car in question etc.
