Was it running before ?, if not you may simply have a lack of spark making it a non runner, more info needed, rings even when shagged don't normally cause non starts, but if been sat for a long time could be gummed up, if so put a teaspoon of light oil in each bore, spin it over, then try to start, the oil makes a good seal upping compression that may be lost due to rings, not a cure obviously but narrows it down a bit.
