I knew someone who had this problem and parked the car up for 10 years because of it. Turned out after doing all the usual chacks etc., the yellow relay under the dash was fooked. He had already changed it for a spare, but that was fooked too. It was a 4x4 though so dont know if its the same setup on 2wd. HTH.
