I'd start with a rather large complaint to the Chief Inspector in writing, we did the same when we got a fine for tax (the disc holder had come off in the heat and was on the dash board) fine was refunded etc.

I am pressuming the 1 digit wrong was when they requested the info not that your insurance was incorrect.
