The viscous is bolted to the water pump not the crank, it works as described, unless it has failed.
To test the viscous fan see if it has a bit of resistance to turning when engine is off, not a lot of resistance but must NOT spin freely, this is the normal fault, if thgey spin very freely they have leaked the fluid out, the other fault is they jam and spin at engine speed all the time, but you would be in no doubt about this as they consume so much power when doing so and will slow the car down a surprising amount at the same time as sounding like a WW2 aircraft!!.
SOME capris ALSO had a small electric fan fitted in front of the rad, as well as the viscous, as did xr4i's etc, depends on lots of things if they do or not, very few on capris though.
