It's the standard boost control solenoid, on an Escort RS turbo it is mounted on the gearbox, to the side of the head.
there will be pipes coming from it, going to the turbo/actuator.
As long as the car has been setup with whatever boost control device is fitted, and the boost isn't or hasn't been adjusted since the setup, then it's fine to run with or without one.
Usually a bleed valve is fitted if the amal has been removed, these are ok but the temptation to adjust them seems far to great to some owners, then the engine melts lol.
