no jumping on the council house ladder until you are at least 21
no child benifit payments after kid number 3
and certainly no spongeing a ouse off of the council because the one you live in is too small
that'd sort them out

on the flip side, there are peole in the paper who are paying £75 a week for council places that cost your average joe £300k, but they were built on he basis that around a 1/4 of them would be for cuoncil use so i'm not one to begrude them
