That is the trouble with an electronic gauges, they will capture the briefest of spike. Even if it is too short (fractions of a second) to actually register on an analogue gauge. Providing that you are not seeing this register on your normal gauge, then don't worry about it

However, if this is what your SECS is continuously seeing, then make sure that the hose hasn't popped off your actuator giving unlimited boost

Build the boost progressively in a tall gear from low rpm and report back what it is climbing to and at what revs. If it starts to climb above 14psi - BACK OFF. Take it to your tuner for a thorough check over. I would also point out that some NMS ("Gunship") stage 1 conversions have been live-mapped to run this kind of boost in the mid-range, so it isn't always an issue, but I would get it checked out before you lunch an engine....
