Anything that requires time is likely to be charged unless you are putting a fair bit of business through anyone from which they may gain value down the track.

From my understanding engines can be mapped very well out of the car still and if you get a generic engine management, that can be mapped over here by a local tuner. Conditions as you know are vastly different here anyway so you would have to question how much you would gain having it mapped over there vs labour to put the engine in the car/pull it back out. Be nice to see another Escort on the road though.
