ok,you need to verify that the pump is actually pumping while your turning the engine over.you should get an initial buzz for about 2 seconds when you turn the key (to only ignition lights on) for the first time,this gives an initial pressure and squirts the cold start valve if the engine temp is sufficently cold.
initial fuel pressure at the cold start valve should indicate fuel in the metering head as thats were it gets it supply,so i can only think that the pump is not spinning during cranking,
if its not, take a live feed from the battery and run it outside to the back and under were the pump is and connect it directly to the pump is supply terminal this will drive the pump continuisly. and then try and see if she starts if not verify exactly where fuel pressure is getting to

i think its a bosch k jetronic system that is fitted to your car

as i dont have an rs 1600i i myself
