if it's smoking at idle when you get to the barrier they may turn you away, but if it's just smoke on the overrun you will be ok.

as said though, any dropping of fluids will have you thrown off and possibly billed for the closure of the track whilst it's cleaned up (before somebody crashes on it)

if your car looks good and is not too loud, you will not have problems getting on. if you do have problems getting on, get on at the halfway entrance/exit at adenau and then when you get back to the barriers on the straight at nuerburg you can stay on track and use those barriers that do not tend to have marshalls by them

as for cameras, they are not allowed but they are used

hit the barrier and you will be charged for replacing it and track closure time - can be £300 - £500
As an aside, there were rumours about them tightening up on different mods if they dont comply with TUV. I think Ive mentioned it before but a German guy with a very well maintained Red E30 M3 was turned away on noise grounds after the marshall held the DB meter about 2 foot from his exhaust. So if they're in a funny mood they will stop you.
