I think Ken's alright. He's made some very bold decisions and has some bold plans. The congestion charge has reduced traffic but I don't think it contributed to the budget in the way that he thought it would. I sense a slightly cyncial approach in that he is trying to improve traffic flow, and trying to make as much money as possible from the charging. Admittedly the money goes into improving public transport but if the motive for doing it is money then the traffic reduction becomes secondary.
On the 20mph limit I don't see that that would make any difference to anything. But I don't think it's a major blow for Londoners. Ken wants us all to cycle one day and I think this is a great idea.
