I dont think you will get reputable insurance cover at £3000, I am 28, full NCB of 10year+ fully clean licence and I got quote £660 for a 57 2007 325m sport cabrio. I personally dont think £4000 for an inexperienced driver, is to much for insurance on a £25,000+ car to be honest.
