Normally its both, the ECU needs to be modified to alter the map when you switch it on.

I dont think people alter the valve itself for most ALS on the road cars, and as JJ mentioned the two holes in the TB just get connected into one.

You can get mild ALS without ANY physical mods though, its just not as good.
