I don't know anything about fees sorry. But i looked into buying some land recently to keep horses on. I was advised if you even want to put a shed up on greenbelt land you need planning permission and for stables to keep horses in you need equestrian use. As it stands horses could graze on it but you couldn't put a block of stables on it without changing the use, which would be difficult to get on greenbelt from what i have been told.

Good luck with it though, i invested my money in property in the end as felt it was less of a risk. But people do get lucky with land, i guess you have to research it which is what it sounds like your doing and take a gamble....
