something as simple as a stippled artex celing finish will reduce shit loads of it.. if you have a flat celing noise penetrates it easily, if its rough and spiky its difficult as the noise hits in hundereds of different angles and at different times causing phasing and makes things seem much less noisy,
you can also fit spikes to the top of the joists where the floor boards sit for upstairs this will stop lower-end noise from being passed.
acoustic foam or insalation wont do too well as its not in direct contact with the source sound.
double thickness plaster on the celing is another option...
