Not necessarily - depends on how it's set up. There is no UK requirement AFAIK

There are different things it can do as well. Sometimes it will stay put at ground floor until the fire brigade show up, then they can use the lift. The operation changes a bit - they need to hold the button in to make it move, and then the doors don't open unless they press and hold the open button.
