They use information from past claims to assess the likelyhood of a particular occupation being involved in an accident, and the same with types of car and with where you live.

There must have been above average claims resulting from incidents with cars driven by chefs. The fact they are likely to be driving home at night when all the idiots are out doesn't help, even if the chef hasn't been drinking. Bakers are more likely to be driving to work at 4.00 in the morning, all the idiots are locked up by then or are in A&E.
