That xx amount of years in development has lead to heavier cars (new saftey equipment what have you), and also more powerful, more efficient engines.

I wouldn't like to guess on a specific car, its not going to be as noticable on a newish n/a engine, but on a td or petrol turbo car i thought it was common knowledge you can expect a nice mpg increase (aswell as your power increase) on a well mapped car.

Bear in mind though, that some emissions can go UP as you get more fuel efficient, so they are limited by fact its not purely c02 that gets measured when checking for type approval its other emissions too.
Agreed, but that artical was purely aimed at c02 figures not other types of emissions.
