A modern car? Id be amazed if you could take a new 1.8i focus or whatever and improve it much in that respect with a remap!
Most manufactures these days put a LOT of effort into fuel economy.
Bear in mind though, that some emissions can go UP as you get more fuel efficient, so they are limited by fact its not purely c02 that gets measured when checking for type approval its other emissions too.
