You can easily have a car mapped for more power, while being more fuel efficient. If its more efficient its going to have less emissions surely?
The weight one, of course heavier means more emmissions if you are talking about 2 of the same car, one being heavier than the other, but that isn't what the report was getting at.

That isn't really true. I bet that a newer model fiesta is both heavier and has more power than say a mk2/3 fiesta (engine size for engine size) and yet would have lower CO2 emmsions.
