Well think about it, you're merely measuring the fuel pressure in the main fuel line.

If the fuel system isn't set right it can very easily underfuel/overfuel the engine. Just because you have consistently high fuel pressure in the main line (loss of pressure would be disastrous), doesn't mean the right quantities of fuel are being sent into the cylinders.
