Just because it's not part of the MOT, doesn't make them legal.
It is illegal to just add a HiD kit to your existing Headlamp assembly because it has not been designed for this purpose.
If you plan to upgrade to HiD then you will need an approved headlamp assembly replacement which is designed for HiD style lighting.

Currently there are no after market Puma headlight assemblies designed specifically for HiD lamps, therefore adding them to std headlight assemblies is illegal. Strictly speaking of course. Whether PC Plod would ever know is another matter
