It's not the pump, most likely an air leak allowing fuel to drain back/of out, look at the seal on the bottom of the through bolt that passes up the centre of the filter, also shove a pint of hydraulic oil into fuel tank and it will dry up any moisture, if there is too much moisture this will aggravate the problem, that is why they have a water drain tap on the bottom of the filter housing.
