Default Wiring Help Required Please UPDATED

Well further to "Fuel Pump Problem" post, I now have a wiring dilemma.

I'll try to explain, here it goes:

There are 4 brown wires underneath the rear bench, that all go to the fuel tank (I think?). On testing of these 4 wires only 1 is live when the ignition is on, the other 3 are dead/earths. The four wires continue to the offside of the car, then 2 go towards the rear and 2 go towards the front. The 2 that go towards the front then change to a red and black wire and a brown and black wire, when the ignition is on the brown and black wire is live and the red and black wire dead. All four are dead/earth when the ignition is off.

My fuel pump is not priming and thus not pumping, but my fuel gauge remains on half full, so there's some power going to and from the tank, but this should be live all the time, shouldn't it? Is it possible that this is a wiring problem and not a fuel pump problem?

I don't really know what I'm saying and what I'm doing, any help/advice appreciated.

The car's a 1995 Fiesta Si 1.6 Zetec.
