Compensator could well be seized

Or the spring that operates it snapped

It alters the braking force to the rear wheels more if there is weight in the back of the car,when the rear suspension goes down the compensator valve is opened to let more brake pressure to back wheels

So yours is probably seized open,so the valve thinks the cars suspension is fully down/fully loaded so is letting too much brake pressure through to rear wheels
