my handbrake works very well

when i put my foot on the foot brake, the rear of the car drops, and sometimes locks up one of the rear wheels

is there a reason for this???

there is a compensator of some sort on the drivers side rear, by the rear beam, is this adjustable??

if so which way do i turn to reduce the braking to the rear????
