yes easy one!
I use paint

start--> program--> accessories --> paint

open the picture in that

on the top it would stand: file, view, picture
then nr 2 from the top in the menu that is appearing when you click on the picture menu on the top

then where it stands 100

just type in 90

then ok save

the picture size would be 10% smaller but the file size would be ridicules smaller
