Take it apart before you spray it with carb cleaner or you will dissove the wiring.

Effectively it's a bypass valve so air can pass your throttle butterfly when it's closed.

t will work like this but I think you might need to put a airfilter between the ISCV and the Throttlebody. (the thin hose)
