There is no mention of where the '30' limit is in the post. I know of 30/40 zones in the middle of no where, on open roads that should be national limits. The talivans tuck themselves away behind signs and bushes because they know drivers are easy targets around that area.
Thats why I said it depends on the circumstances of what type of road and where the 30 placed etc - we have a few annoying 30 & 40's on main roads which are mostly national speed limit, and annoyingly you have to slow down to them, in case you get caught
Then you get the annoying old duffers who pull out in front of you and sit at 45ish then get to a 30, and carry on going at 45ish oblivious of the limit change, then get into the nationals, you catch them up then stuck behind them at 45ish
