he will most likly get a hefty fine and told to take his test. and when he does pass his test he will have some points waiting to be put on his licence.

even though hes got insurance if he hasnt got a licence it is void, hence no insurance.

its all well and good getting away with it for 5years but its obvious it would have caught up with him at some point.
